The Association of Perfumery, Cosmetics and Household Chemistry Manufacturers (APCoHM) represents the leading domestic and international manufacturers of products, raw materials, and packaging. Market shares of the APCoHM member is 60-90% of the Russian market in each category.
APCOHM's primary goals are:
to work for better perfumery, cosmetics and household chemistry business environment; to help each Association Member; to provide Association Members with up to date information related to their buisness
The Association partners with following Russian and international organizations:
Colipa (EU’ Cosmetic, Toiletry and Perfumery Association); AISE (EU’ Association for Soaps, Detergents and Maintenance Products); CCPCI (Co-Ordinating Council of the Perfumery and Cosmetic Industry); SUPR (Association of the Russian Consumer Products Industries).
Challenges and objectives of the APCoHM for 2008:
- achievement of mutually beneficial harmonization of the Russian Federation and European Union regulations
- lobbying against new initiatives, calling to require identification labels for FMCG in Russia
- lobbying for better regulations of alcohol-containing products: household chemistry and cosmetics
- lobbying for fair trade legislation, including proposed "trade regulations law"
- protection the industry interests during the technical regulation reform, including Russian laws “On perfumery and cosmetics production”, “On oil and fats production, its manufacture, storage, transportation, realization and utilization”, “On safety of chemical production, storage processes, transportation, realization, application and utilization”, “On safety of chemical manufactures”, “On safety of detergents and household chemistry production” etc;
- lobbying against state registration of cosmetics production;
- lobbying against unnecessary ozone-depleting test required for aerosols at export or import from the Russian Federation;
- minimization of risks concerned with adoption in EU requirements to chemical production (REACH) and animal testing (Directive EU 2003/15).;
